Budget Dedicated Server w/ SSD + HDD

Looking for a budget dedicated server:

$40 USD or under:

4-8 cores, 2+ Ghz Intel CPU
8-16GB RAM (DDR2 or newer)
At least 256GB SSD + 2TB HDD
At least 200 mbps networking
Location: North America

Already know about these providers:
WSI/Nocix [out of stock on custom dedis]
OVH/SYS/Kimsufi [ruled out due to price]
Dacentec [need better specs at $25 price before adding 2nd disk]

    If you're willing to prepay 6 months I can offer the following configuration :

    Dual L5420 (8 Cores @ 2.5GHz)
    16 GB RAM
    1x 240GB SSD + 1x 2TB 7200RPM
    /29 IPv4 with 20Gbps of filtering
    5 TB Bandwidth @ 1 Gbps - Incoming free.
    Located in Psychz, Low Angeles.

    This would be $240 every 6 months. Let me know if this works for you.

    I was actually thinking https://www.nocix.net/out-of-stock/?id=246
    It's the $25 custom server with the Intel CPU.
    If I could upgrade HDD and SSD for $5/ea it comes out to $35/mo with a processor that has a faster clock speed than even the $40 model. Opinions?

    That CPU does not qualify for your 4-8 cores requirement.

    The link I sent specifies Dual Intel Xeon 5080. Each chip has 2 cores, 4 threads. Therefore, 4 cores 8 threads, which sounds like exactly what I want.

    Yea, sorry, I didn't notice that these are dual. Still, if you trust CPU passmark, it is lower for 5080 than for 5520.
