All of Ionswitch’s VPS allow up to 5 VPS during checkout.
Most want justification. What are the ip addresses going to be used for?

I assume you mean IPv4? Most require justification due to IPv4 address exhaustion.
Most good providers will give you an IPv6 /64 range though, which gives you 18,446,744,073,709,551,616 addresses. That's probably sufficient.
We allow up to 8 IPv4 per VPS, and include a /64 IPv6
Our KVM Power Edition allows additional ip addresses during Checkout.

VMBox had a promo a year ago that did $20/year for 2GB openvz including up to 5 IP'S. I got two with 5 and one with 4.
just had to change IP'S, though. So a little hassle, but worth it.
