Looking for a decent spec dedicated server in Europe ($40~ Budget)

I have $40 per month to spend to a dedicated server located in Europe for my Minecraft server, Preferably located in UK/FR/NL/GER.

Specs I'm looking for:
3.2Ghz+ 4 Core 8 Thread CPU
16+ GB Ram
120GB SSD/HDD
5TB bandwidth

I would prefer not to send ID since I'm 17 but I can if it's necessary.

    So you will need at least Intel core I7 or E3 server with a GPU feature?

    Yeah, either an I7 or E3 would be best but E5's should be fine as long as it meets the requirements shown above. Also, I don't need a GPU.

    Hetzner will be good but they require ID Proof to approve the order for new customers.

    Increased budget to $55 a month, would've went with SYS but they have £17 setup fees and ran out of gameservers in Europe.

    No idea they never wanted anything from me (except money) and if you are lucky they won't ask you either.

    they probably won't close contract with you before you're 18, or as awkward as it sounds, at least need permission of your parents.
    I don't think monthly rent on a dedicated server, which might impose certain liabilities can be justified by the Taschengeldparagraph. sorry, but that's how it is...

    thought they only required ID for "dodgy" looking orders?

    Edit: although if they did want something then I'm guessing your age would be an issue.

    That's weird, usually they just call you to verify you on your 1st order but I never had to give up an ID or anything.
