I am looking for cheapest no logs VPS server preferably in place like Netherlands and Switzerland to be used for VPN.

No such thing. You're leasing a service and running on other people's infrastructure. That's far from being independent.
The closest thing would be to look for a bitcoin only provider, which doesn't ask for a name or address. Still has to log payments and id you with an unique id, just to bill and set up a service for you... Then you could get a dedicated server and boot and set up your environment via network, from somewhere encrypted, into ram. But still, every mathematical function is reversible, the time space is a continuum and you are traceable. Just try not to draw attention and be a small fish, while implementing the most advanced technical solution.

Your internet service provider, with hundreds of thousands of customers keeps some of your data all the time and delivers all to the executive government upon request - depending on which country you live in.
Yes, they keep all of your calls recorded, sms messages, connection and location logs, perhaps even sites visited via dns queries, but not necessarily all packets.
A VPN provider or perhaps even small VPS provider has a few handfulls of customers and is able to packet capture literally everything all the time, if interested.
You're putting yourself on the spot more easily, by not mixing up with the crowd.
