Specifically https://pulsedmedia.com/seedbox-auctions.php (Price drops slowly, and increases a bit when someone snatches one. You can get 4TB for ~11€ + VAT if you're in EU) and their normal offers.
Also seedhost.eu storage plans, which are already over your budget.
Or a 2x2TB kimsufi (100 MBit).
Pulsedmedia and seedhost are metered. P.M. is located in finnland. For that amount of storage for your budget, you'll always need to compromise somewhere.
