What the OP wants is different than just having Cogent connectivity.
There's a very good chance they're after Cogent IP addresses since in many cases geo databases mark them as Business lines and not a datacenter.

Yeah there's been someone asking for that under different usernames for the past couple months. I don't pay close attention but this may be the same person.
