  Stretch your budget to $10.00 (USD) and use Ramnode who are easily one the best VPS providers in the lower end market. They have VPS plans based out of Seattle.

  Thanks @Shot2. IonSwitch does offer KVM instances and don't oversell -- our instances come with a dedicated/burstable CPU that generally isn't applied unless the node starts to see contention.
