Looking for Docker-compatible (KVM, VMWare, etc) 2GB server in Europe

I've tried Aruba cloud but their billing model is a nightmare. I'm looking, preferably, for annual billing for around 20EUR for a 2GB KVM somewhere in Europe, but up to 30EUR would be fine. Is this too much to ask, or does anyone have any suggestions?
