The storage are local raid10 VPS and Block sotrage are network attached with Triple copy of data on 3 different nodes I believe both can works.

Well, if ever I had the idea to subscribe to this offer I should remember answers don't come quick :-)
I believe that WHMCs if your VPS annual you will be charged annually.
The answer would be CPU Usage per core and how much can go over with the cpu.
