"request failed: error reading the headers" with no clue

Hi,

I have a particular setup where I need apache 2.2 only. Problem is that accessing it over a particular mobile ISP causes following error in browser, this ISP provides user mobile number in header and we need it:

BAD REQUEST
Your browser sent a request that this server could not understand

In error_log :
request failed: error reading the headers

Other than that there is no information, the apache access log is set to "info" , I also added %{error-notes}n in log file but nothing at all. Tried changing LimitRequestFieldsize but no effect.

There is just no clue anywhere, any idea where can I start looking ?

If accessed via other ISP, it works
