Do any VPS providers offer burstable CPU?

edited September 2018 in Providers

Azure Cloud offers a burstable CPU scheme:

https://buildazure.com/2017/09/11/more-affordable-azure-vms-with-burstable-b-series/
https://azure.microsoft.com/en-us/blog/introducing-b-series-our-new-burstable-vm-size/

Are there any VPS providers that do this also? Seems reasonable to offer a minimum CPU speed like 10% of 2.4Ghz, but allow you to burst up to 100% as long as you have enough banked. This would allow you to oversubscribe, but manage the CPU utilization so that 100% utilization ends when their banked points runs out too.

Why aren't more VPS providers doing this?
