Unsure on that IP range, but try FDCServers?
There are several providers here that provide strictly Cogent.
Search through the offers. Also, Luna Node and Edis are directly located with Cogent in Canada.
There are a few others though that either use FDC Servers or have single-home to Cogent. Ikoula is an example but I would not suggest their VPS servers at all, if you go that route at least get a dedicated.

Hmmm.... Just so happens to be a residential IP address, I wonder what that could be for
shoe bots, netflix proxies, and the like which is in violation of the rules here that obviously the op didn't read
