$20 for unlimited... no
Be sensible, do you need 500GB, 1TB, 5TB, 100TB, 1000TB?
5Tb is enough.
Still unlikely for $1.66 p/month equivalent, but best of luck.
Netcup comes pretty close I suppose.

3 dollars a year, 256mb ram and 256mb swap, 40 GB HDD, unlimited bandwidth at 250mbps, NAT IP.
for a little more you can use my signature, 30 tb/mo traffic included
~this post was dumb~
I think its possible with 10Mbps unmetered vps.
NFP hosting has a reseller plan, one of the series does offer sth. below $20.
Honestly, I don't think your desired price can guarantee some output, if you want do a 'production' job.
Try again from a device that is not a mobile phone.
Never noticed that.
My question is why?
Because vanilla.
You can try vmbox - $20/yr: https://www.lowendtalk.com/discussion/comment/2790647/#Comment_2790647
The bandwidth is not as high as you want, but I'm not sure you'll get what you want at that price. You can have a lot for $20/yr but not everything you want easily.
I signed up for gullo (waste of money) and vmbox. vmbox has been reliable CPU wise so they do not overprovision.
