VPS providers with a memorable IPv4 Address is kinda hard to find and ones who will also accept BTC is also up there in the difficulty league.
I know Azure has a bunch of addresses in the 24.0.0.0/8 space. Maybe Alibaba's cloud or AWS itself might have addresses in the Class A block.
Best of luck though on finding your perfect provider with easy to remember IP addresses...

Vultr has 45.77.xxx.xxx in NJ I believe. I once got 45.77.100.xxx
go with ipv6 and get a /64 full of memories.

Just purchase any VPS, start using it heavily and you will remember the IP eventually.
I once had a VPS with anynode.net which had an IP address like this: a.b.b.b and their billing panel has "Cryptocurrencies" as a payment option.
My LeaseWeb SG VPS has 209.58.aaa.aaa, using it as VPN and pi-hole DNS server
