High single thread performance dedi/VPS in EU

I'm looking for a dedicated or VPS with very high single threaded performance (CPU @ 2000+ passmark) ideally based in Europe. 4 cores would be nice however two is acceptable, and minimum 16GB of RAM, preferably 32GB.
Link speed of 250Mb/s+ preferably, only one IP needed and DDoS protection not essential but is a bonus.

$70~ is my budget (monthly). I've seen the OVH DO-32 but there aren't any available at the moment.

All recommendations welcome

    Unfortunately I'll have to decline your offer, the EPYC 7281 doesn't provide enough single threaded performance for my use case.
