They are openvz, I dont think they have this template. Just ask them.
They only offer IPv6, you won't be able to open websites that only have IPv4.
LES offers NAT for IPv4 - so you do get an IPv4 but it is shared. You can certainly connect (as an HTTP/S client) to various IPv4 servers without issues.
They also offer incoming proxied HTTP/S connections (via the shared IPv4) to your own VPS on your NAT IPv4. You cannot use this for things like DNS which requires a fixed port like 53/UDP.
I don't see this as being an issue for OP since he wants a proxy server (presumably for private use) where the incoming port shouldn't matter and can be configured to be one of his NAT ports.
You can however use the haproxy solution or use CloudFlare to proxy from IPv4 to your dedicated IPv6 ;-)

Simply grab the smallest VMHaus instance. It will give you 1 TB of really great Clouvider traffic, free IPv6 BGP to play around, it's KVM based so you can dd a MikroTik CHR image on it. Works great for me for months and it definitely worth the money.
Otherwise, unlimited bandwidth for 25 cent per month?? Won't happen.
Because dollar is very expensive in his country. Btw unlimited bandwidth of 1Mbps is possible.
Or just open a ticket and ask for a custom ISO ;-)
If I get a KVM VPS with 1 TB Clouvider traffic and BGP session for 1$ a month, opening a support ticket asking for something non-automated makes me feel guilty. That's why I prefer the dd approach to help myself.
I see. Good that VMHaus is a registered company in UK, so OP might arrange a custom plan in GBP instead.
Good point. 1 Mbps x 24h x 30d results in ~300 GB per month. So OP could still grab a VMHaus instance, install MikroTik ROS on it, apply a 1 Mbps traffic shaper on its ethernet link, et voila - unlimited bandwith.

That's the old X86 licensing CHR license is not locked to the HDD, it gets tied to an installation ID and periodically re-validates with their licensing server, you can however detach that license in their web portal if you want to move it to a new installation.
You can run without a license but it gets limited to 1Mbit

High speed but limited bandwidth, low speed but not limited, which do you need? It is impossible to do this price without limit of speed. At low speed, how fast can you withstand?

You realize that this is almost his yearly budget? He is somewhat flexible though as in $3-4 for 5 months.
His country doesn't honor foreign copyrights so dollar value is not important here.

OP i have ran routers on physical hardware with 128MB of ram using Debian (admittedly Wheezy but neither Jessie nor Stretch should be all that much worse) and you will have way more ram available on OpenVZ. This is getting... even more ridiculous than it already was.
