    First off, it's not CaliHop's DC. It belongs to American Internet Services and he just has a private suite there. Second, I don't think Joe would consider that a legitimate reason to use 30 IPs.

    no, " they earn money from posting reviews/articles...but they are getting banned because of logging in from same ip address" is not considered a valid justification for IPs by ARIN and most data centers and hosting companies will deny such a request. :)

    Look at WHT, there are many offering IP blocks for that kind of stuff...

    He mentioned also offering some kind of VPN service to "friends". Using word "friends" here seems a bit inconvenient but if he would say "clients" instead it would look like legit request I think.

    Is't just business. IPs won't be saved either way - you will use them for your clients instead him for his clients ;-)
