First off, it's not CaliHop's DC. It belongs to American Internet Services and he just has a private suite there. Second, I don't think Joe would consider that a legitimate reason to use 30 IPs.
no, " they earn money from posting reviews/articles...but they are getting banned because of logging in from same ip address" is not considered a valid justification for IPs by ARIN and most data centers and hosting companies will deny such a request.

Look at WHT, there are many offering IP blocks for that kind of stuff...
ServerCrate has been operational since December, the literal opposite of "summer", nice try though.

He mentioned also offering some kind of VPN service to "friends". Using word "friends" here seems a bit inconvenient but if he would say "clients" instead it would look like legit request I think.
Is't just business. IPs won't be saved either way - you will use them for your clients instead him for his clients ;-)
