What do you mean by a feeder? Just a client script that downloads from giganews (or wherever) and pushes the stuff to google drive?
750gb/day is about 70 mbps and getting 100mbps within your budget is doable. Although you want it bidirectional and keeping stuff running that fast may not be easy.
Then there is the upstream. Can I ask who you're using and what it costs? I wonder if you can get that much usenet volume without paying much more than $15/mo.
