Most likely DMCA takedown requests/etc.
Possibly providers who allow Tor exit nodes are an idea. They provide high bandwidth and allow Tor exit, but not at this price range. However, please remember this is not a forum/discussion that supports illegal activities.

Really? I have a friend who has an anime download site hosted on the scaleway. He said every receive abuse report only answer it less than 24 hours but he did not remove the reported content. now he's been subscribing to the scaleway for over a year
