What's wrong with WP Cron?
It normally runs on every page load. You can improve performance by disabling this behavior and setting up a Linux cron job to run wp_cron.php every few minutes.

Its a web application, so you cannot use server solution.
say you blocked /wp-cron.php route via server settings, its just so easy to rename it; call that function; etc.
if the op can tell the exact reason, there might be other solution
