VPS, only chance. Not even bad for this price, but not much BW(15Mbit = 5TB) and no 1TB HDD. Expect to send ID card copy or you'll get absolutely nothing.

The servers are cheaper in the North, but they don't have an Internet connection and only electricity for 8 hours/day.
Also they are not servers, they are cardboard boxes.
