Oh, then this is probably the best storage deal ever. Hopefully, they'll put out a warning well before they (and if) decide to start enforcing the limits.

Google only removes your not so legal stuff if you share them publicly. Private links are fine.
Your choice. They don't care what you store as long as you're not sharing the public links for others to download (mounting the drive to your box is fine). If you want to go encrypted, rclone crypt makes it a piece of cake -- it's what I use for all my backups.

This is borderline impossible, especially if you want to run PLEX. Storage that cheap has been spotted on occasional promos but expect just minimal surrounding resources. Where are you located? @cociu ?
For that much storage if it's just for your own use, I'd be considering a home server.
Hetzner SX61 with 4x6TB for 69EUR is the best offer i know.
How is your content encoded? Did you think about converting to h265 in order to reduce your storage needs? Hetzner EX 51 gpu works with plex hw transcoding and h265 content and gives you 12tb storage...
EX51 GPU is 99 euro/m + 99 setup fee, is only available with 2x 500GB SSD (no HDD version), and it's currently out of stock ("delayed deployment", whatever that means). They said for a while "only while stocks last" which made me think they aren't going to deploy more anytime soon.
I think you are right that SX61 or some comparable dedi is OP's best bet.
