You can for one setup a VPN on router level and then connect to the second VPN on Software level via your end-user device (phone/pc/laptop..).
Also you can use VM software like https://www.virtualbox.org/
I tried openvpn --config server1.ovpn and when trying to connect to second server the server1 got disconnected

Viscosity is a GUI to openvpn. Also I don't think the client out of the box supports multi hop.

It's mostly pointless to use multiple open on. If you really need to the simplest would be to vpn on your router and run a VPN on the specific device as well
You could also use NordVPN/ZorroVPN or others that support multi hop
I managed to connect 2 servers. Just disable route to IPs and just enable IPv6 and works perfectly.
