  I heard many times that Cafe24 do not accept foreigners. Is it not true?

  they do not accept foreigners and they do not give English support in help desk they have some sort of bulletin board. I heard a few years ago some thing went wrong with their data center and they lost about 60 dedicated servers all the information wiped out. www.internetbrotners.co.kr is a little expensive but all billing invoices are English and have very fast response.

  How does that keep the OP from getting in touch with them about their needs?

  Additionally, there is no rule about making a host suggestion, even if it is advertising your own company. The issue is making an offer without an Provider tag, which so far it doesn't look like they did.

  For security reason pinging is disabled in  our server. We won't  enable pinging .
  
  
  this is our company's policy to filter ICMP and block CIFS. This is a common practice in most companies in South Korea and can not be unlocked for Standard VPS.
  
  If for any reasonyou will be using UDP then that also needs to be clarified with our company in advance .
