That said I think the amount of hosts represented here that offer those locations are limited but some members may have some useful suggestions.
All of those are going to be quite hard, but I'd say either Pakistan or the UAE are the best of a hard bunch. Maybe @William may be able to lend you a hand.

VPSFast has UAE and Pakistan.
Never used them, don't know much about them, but they offer services in your locations so i thought I'd throw it out there.
Yes, i used VPSFast before - servers down 3-5 days in month for 20-40 hours. Its a really bad. + no Almost really support =/

I am using VPSFast in UAE/DUBAI for the last 1.5 months or so,
Hosting nothing but only using it for VPN purposes.
So far so good, got an UAE ip and whenever I tried it is online for the past month.
I am like using it 4 5 times in a week. for about 10 mins in every session.
For $8 a month very good for my purpose.
