If you budget is $10-$12/month then its very doable and lot of providers have VPS plan around that price .

Budget too high for LET, I pay $30/yr for better specs.
I can do 4CPU/4GB/120HDD/1IPv4/15TB@100mbps for $10/mo. What version of Windows do you need? You could also use direct console access and install yourself.
Can't you get a dedi this budget?
