This sounds like a really if then statement.
Would be pretty easy to make for anyone with any type of experience.
Just need to add an email marketing integration and opt-in form IF product = out of stock.
THEN when product in stock = email customer.

Its not as easy as it seems given whmcs's flexibility first I'll have to make it happen then I'll let you know.
