From what I am told,
The downtime occurred during the switchover to a new juniper router. Will get more details and update here when I have them.
Never actually happened, delayed a few weeks
@RobertClarke I was told "an attempt to switch over". Apparently that attempt didn't work out too well.

We attempted to move our network to our new MX480 Juniper routers, however the optics we use to lite our dark fiber circuit was flapping on the MX and not on our current devices. We noticed this within 10 minutes and had everything moved back to our existing system within 20. Once the optic issue is resolved we will make another attempt to move our network over to the MX480's.
