We announce our ips in North America, but I did notice a question about where we are announcing our ips in our latest ARIN request.
Using ARIN IPs in other countries is allowed, we do the same with RIPE IPs (which is allowed as well), no issue with that.
You can however NOT get an ARIN alloc purely for this, which is likely DOs problem.
We've replenished our stock of IP Addresses. 512MB and 1GB droplets are now available in Amsterdam again.

@Jack yes we developed it in house with our developers & designers. It took about 2 months to complete and we gathered a decent amount of feedback and had to iterate through 2 or 3 designs before settling on this one.
Overall the response has been positive, and would be happy to continue to receive constructive criticism of what users find unacceptable.
