sftp with privatekey

how can i disable root login in sftp? also i am using privatekey which i generated with putty when communicating with ssh server. i want the same behaviour in sftp too. for example in winscp i can not login if i dont set my key file in the program but in filezilla i can connect to sftp without a key file. doesnt this weird? am i missing something? thank you.
