Try GestionDBI, they have a Montreal location.
Bandwagonhost offers kvm and ovz in Vancouver. And they are a solid provider.
Edit: sorry, missed the $10/year budget! Never mind.
256mb is anything but tiny! check out lowendstock.com and remember, do your due diligence and buy at your own risk!
