Saudi Arabia but all my clients communicate with all different countries.
You have to look something near arabia. Cheaper will be in Singapure in my opinion.
Since you're not mention the budget, I can suggest you HawkHost. Never had any location than Singapore and it's good.
I have Stablehost and Hostmantis reseller account but not too sure since I'm just started these after BF deals.
