Plz kindly suggest me Which is the best company Velia.net or turnkeyinternet.net ?

Neither.
If you plan on doing any SMTP, Velia.net is a better choice. Last I looked, TurnKey charged a $250 fee if your IP showed up on any blacklist.
What servers are you looking for? what location? what bandwidth?
