No, with Linode you pay monthly for the package. Snapshots are just lvm snapshots of the local disk.
You can't restore snapshots between locations, you have to contact them.

Indeed, I guess maybe is a "new" feature...
Anyway, if you want to do a backup to other site, that is the way, and that's how I clone my KVM servers.
Linode is running on Xen PV, so snapshots are basically tar.gz archives of your VPS files.
