It won't be cheap if you directly talk to China Telecom, you might try to reach out to some providers/resellers like Psychz for cheaper rate, still not cheap at all though.
North America CN2 price dropped hugely this year, that is the reason you should find more and more providers are doing cn2 vps.
I still admire the first cn2 dia provider Hostspace.

i see Anchnet is offering something amzing, 100Mbps GIA package for 1xxx CNY, thats likely $250. i will talk to them.
unfortunately QN has CN1 connection only, and their total 10Gbps net port is croweded.

You mean colocation? "Dedicated" obviously means something different.
