Windows OS on a server? or...?
I am sure you mean something like WebDAV.
I'm still confused as to what OP wants to achieve
He wants WinNFS.
I want to have a server that has storage which can be used on a windows machine like any normal storage.
NFS
WebDAV
SMB
and lots more
Ugh can you imagine the latency/security issues of having SMB live across the 'net and not via VPN?
Given MS' recent issues with SMB protocols, you may be more safe just going NFS.
pussy
use an open apache directory and just wget it over http
I prefer to blindly execute binaries as Administrator after disabling UAC.

While it's still not perfect, I find Seafile + Seadrive not too bad. Definitely better than WebDav...
SSHFS is more stable, but doesn't have the caching capabilities of Seadrive on Windows.
I am a big fan of iSCSI.
It is not point and click to setup, but it is perfect for my needs. You can even boot the whole OS out of it and run a diskless machine.
