Incero's NYC network had some network issues around that time.
Didn't have any uptime flutters for two of my vps's at that location. Must have been only affecting certain network routes or was resolved really quickly.
Anytime there's been node issues, I've gotten an email and seen an update on their status page within 5-10 minutes. If this was an Incero network issue, like @AlexBarakov mentioned, then it's possible their monitors didn't pick up the packet loss like mine didn't. But it's not like the nodes went down or anything.
