Yes, you'll be setting up ACLs.
It'd be easiest to maintain your own setup, and use proxy_auth to your own authentication schema.
it would be easy maintained with webmin for setup and user management.

That only allows by IP. You'll still need to auth the user; I've provided documentation on what is passed, and how you can build your system to do so.
