I think you will need to be closer to $10 to be honest, you already excluded 95% of the market with custom OS support (we assume you want windows desktop).

exactly the same thought, I personally like to hold such callers as long as possible as they are time wasters and I do like to waste their time and money!
We have UK , Germany, Netherlands , Serbia, Poland , France locations in EU. But for 4GB Ram KVM VPS you need to increase your budget to $10/m
Fyi, the average profit for a 100-people call center is ~$50k/month (outbound, mostly cold). Your "waste" effort is like, they couldn't care less
