If you were to settle on ispConfig Reseller there might be some hosts (not me though ) that could do this probably. By cutting the cPanel license fee your budget becomes a bit more realistic. Anyway if I had to list some I wouldn't really be able to name a Host that offers ispConfig Reseller, just stating that some could offer this as I atleast have seen hosts with that panel around (just cant recall their names).
