I found many providers in the Netherlands. Tilaa.com, Liteserver.nl, virtono.com, vps247.com, itldc.com, mihosnet.nl, pcextreme.com, maple-hosting.com, hostslim.eu, connectyourhosting.nl etc.

Sure you find many, but what does that say about the network? Nothing. Liteserver.nl and hostlim.eu for example are located at Serverius DC. vps247 is M247. Also Leaseweb with 4 TB traffic for 4,95 Euros + VAT is cheap as hell and they have a very good uptime AND network (their VPS run on the premium, not on the volume network)
@drivex Leaseweb does the seedbox/friend group proxy server allow? Not specified in ToS.
Pretty much seedbox providers have their servers at Leaseweb. But you will have to deal with DMCA with pretty much every provider out there - even if they are NOT located in Germany, USA, UK etc. There is no such thing as "bulletproof" providers, your best bet is Elcatel (if you are okay with a company which sells stuff to childporn operators, spammers, botnet-owners etc)

sweden, for instance, seems to be pretty much run out of the us of a embassy. While formerly (decades ago) known for high neutrality, privacy, etc, nowadays they fuck even their own citizens and lie as soon as their lips move.

I think for a VPN a swiss provider is the best compromise - as long the company itself is also located inside switzerland, like nine.ch or exoscale.ch. Switzerland isn't one of the 5, 9, 14 eyes countries and considered pretty safe - as long as you don't do illegale stuff as @bsdguy said like child porn or terrorism.
