We offer Alpine linux (or you can use a custom ISO in KVM) VPS in the Netherlands.
Probably Vultr is your best bet (for Singapore), but don't expect anything for $15/year (if your tag is to be taken seriously).
There's nothing special about Alpine Linux in connection with a KVM. You just need a provider that allows the uploading and mounting of custom ISOs. (Vultr does.) But don't expect templates for Alpine Linux.
