Your budget is £50 and for these specs in the UK I think it's a bit unlikely.
@YKM for the UK your budget is fairly low but @sean from openitc.co.uk may be the best hope of this, he has racks in Rapidswitch, Maidenhead and wildcard, Newcastle upon Tyne.
Good chance you will need to pay a low 1 off set up fee but who knows.
You can try redstation when they have value server stock. It's slightly (<10 euros) over your budget but it's good.
