Are you sure Shadowsocks is blocked there? I think it's tricky to block. Even the Chinese didn't manage it so far.
I suggest you setup a few VPN on your server. Beside Shadowsocks try Softether. I also run PiVPN (an OpenVPN script for RasPi). All works in China. All can run on the same RasPi.
There are also some apps that work, Lantern (Android) is quite good. OperaVPN works, so does Freebrowser.org
If nothing works, @datanoise's method will work for sure!
