Hey guys, I need to connect through a VPS in singapore or hongkong.
Can anyone ensure me the under sea cable problem is also not bothering too much there?

Why don't you just take every test IP from LEB and ping them all?
We can't really ensure you anything. Best you can do is contact providers here who have servers in Singapore or Hong Kong and trace and ping their test IPs.
EDIS has Hong Kong locations.
OneAsiaHost (@Xima) operates out of Singapore (I've had a OneAsiaHost VPS back in the day and it was pretty solid network).
Honestly, you'd have to do your own testing and detective work.

The most logical connection between India and south-east Asia is to Singapore - you can use LEB from OneAsiaHost [try their looking glass http://network.sg.gs/lg/]) or ExpertVM/SecureAX.
If you need something local (India) try non-LEB HostVirtual (vr.org) (the cheapest plan is 10USD [try their looking glass http://www.vr.org/lg])
There is also less known non-LEB VPS provider in Thailand - ServeNet/BangkokVPS (http://www.bangkokvps.com/).
India have good connectivity both eastward and southward. Have you give European VPS' a try as well?
@klikli The recent SMW4 cut in Egypt -> Fr has pretty much crippled European connectivity. I'm guessing that's why OP's trying to use the other leg to get around it.
