Uh huh? You're not going to get a dedicated CPU thread in that budget and any hosts saying otherwise is most likely BSing you.

..not to mention his budget doesn't generally even pay for 2xIPv4.
it would be hard to get VPS with dedicated CPU CORE (let alone Xeon E3/E5) within your budget .
wishosting comes in mind though .
