Dedicated Server EU

i'm searching for a server with these specs:
CPU score over 8000
16-32 gb of ram
2x3tb, 3x2tb or something similar
1gbps port with 10tb or more traffic
free ip's like virmach or nocix servers or onetime payment ip's like sys.
Budget 30-35€.
I've already got a hetzner serverbidding server with these specs but i need free or onetime ip's.

In that case your only option is essentially SYS or OVH and you'll have to adjust your specs and budget accordingly, I don't know of anyone who bills one off or does free IPs. We're good 5 years from 2012, you know?
