I have responded to your PM. This is a difficult area since you are utilizing a control panel that generates the xml file for the KVM. Also mentioned the TPS issues which is related to IO. Not really easy to throotle that.
taking a guess on what he's trying to do
using a control panel that creates a config for a VM to launch and in that VM (presumably Linux) a Java environment is installed and some derivative of CraftBukkit is started ontop of that to run a MC server.
Yeah I can see TPS being a possible issue with too many VMs on a weak CPU, however I've been able to get a perfect 20TPS on VPSs from various providers before so idk
I'd recommend using an i7-4790k as those are good for gameservers that benefit from better-preforming single-threaded processes
