That pricing is laughable.

30$/mo for BGP is a joke and 20$/mo for announce is plainly rip off. Neither of those have recurring costs to the DC. Any.

ZeptoVM? They recently posted an offer in russia which tempted me.
I've already seen that offer.
But.. Unfortunately, they don't offer BGP session in the Khabarovsk location.
No such thing unless you speak Russian and are willing to pay 100$+ setup fee. BGP generally tends to be free then though; i paid 300$ setup in Kyrgyzstan (bit too far for you probably) but run now on a 10$ VPS.
