As in, hosting websites is not justification for having more IPs.
Some hosts might even deny your request for a second IP address if you're just hosting a website.
Fill in a table like this:
Give it some detail, perhaps more than I did, and you'll have a better chance of getting said IPs with proper justification.
Are you really asking for a /24 for free? That's basically what this is.
